As this statistic tells us when teams prefer to score goals, this is an indication of when is the most optimum time to place a bet, if there is an anticipation of a goal. 

Consider this scenario that you expect Utrecht to score, the 80 - 90 minute time frame is the most optimum timing where the odds will typically be over 0.5 ball. The top goal scorers is a statistic that we consider crucial to score goals. Sometimes a team may control the game, create many chances, but still unable to score goals. For example, opponent teams will play differently when they know the top threat is not playing.
